There is a broad consensus that regulation in the water sector has worked well since privatisation in 1990 but the industry must be more flexible and innovative in approach to the diverse challenges faced. Helping customers who need assistance with their water bills, managing water resources more effectively, and integrating new responsibilities for private sewers into waste network operations must be balanced against the background of continuing to adapt to climate change and complying with stringent environmental standards.
Changes to the regulatory regime are being signalled as plans unfold for PR14. A reduction in the regulatory burden and more focus on incentives than compliance is to be welcomed. For the companies this places greater emphasis to produce robust, well founded and customer driven business plans enabled by better understanding of asset performance and what needs to be done to assets in future.
